Sure you can static time it. Just check for spark at the plug or plug wire instead of the breaker points. I usually pull the plug and clip its body with a jumper cable, the other end of which is firmly grounded -- then I don't have to hold anything that might zap me (I had a whole career working with high voltage, and I hate the stuff).
