Idle speed motor. 700 1989

Hi, folks. My Canadian 1989 740 B230F has an idle problem, when starting cold, will start and die several times-I have to have one foot on gas and one on brake to keep going. When still cold and coming to a stop-it will most likely die, but restart no problem. The idle is on the low side, and will surge a bit, trying to maintain the correct idle. This is definatly not a MAF problem. I suspect the IAC, but how do I test it??? That is the problem I am facing now. How to test this dang thing. Thanks. Cheers. Rob. Sechelt, BC, Canada. Also, disconnecting the Coolant Temp Sensor at the back of the head-NOT the engine temp sensor!!! doesn't improve the starting. Cheers.
