is this my timing belt 700

Recently I have had a gasket under the engine changed since it was blown. I think it was a crankcase gasket since there was oil all over the place. Since there was oil all over, the changed my timing belt as well because that was sprayed with oil. I have noticed my car having very poor acceleration from a stand still point, my vacuum has been low about 10inhg (20-21inhg is normal), and also the boost kicks in alot sooner but it isnt that effective in the acceleration part. Only obd codes are 2-3-2, which is lean and or rich idle. Is my timing belt one tooth loose or is there something more to this. All vacuum hoses has been changed, my boost is set to 10 psi, and alot of old components has been replaced with new. The car is a 91 740 Turbo with a aw71.
