Headlight Issue 200

Trying to get a '91 240 through state inspection and I am now stuck on headlights. The lenses are too cloudy, but a bigger issue is that they are loose. I can pop just the clear cover off the front with very little effort on both sides. I thought these were part of the assembly. Am I wrong? What is supposed to hold the clear lens onto the car?

This is the newest 240 I have owned, and has given me more trouble to get inspected than any other I have had!
