87 240 Wagon Tail Light Function 200

On my 87 240 wagon, the uppermost bulb in both of the tail light assemblies seems to serve no purpose, and nothing activates it. I noticed in the owners manual that it mentions that this light is sometimes used as a fog light and at other times used as an added brake light. Are some of these just not functional from the factory?
