Here's another thought... 200 1981

...that might point to a shorted relay (or clear it of suspicion).

Like Mario said, the relay just "relays" +12V from fuse 7 to the input (lest side contact) of fuse 5. From there the +12V goes thru the fuse to the tank pump, and also straight to the Main pump.

My thought is to remove the relay and replace it with a jumper wire from fuse 7 to fuse 5, where the relay (just a controllable jumper) would normally put it anyway. This will run the pumps immediately. If fuse 7 doesn't blow, that says to me that the (absent) relay was at fault.

Note: Even if the pumps run and fuse 7 doesn't blow, I don't think the engine will run. Not well at least. That's because the jumper wire would only power the pumps — but not the Lambda control circuits that regulate fuel delivery to the injectors. For that you'd need a double jumper at the relay harness socket: from #30 (Red) to both #87 (Y/Red) and #87b (Blue) .
