Why cant I REV anymore? 700 1991

I replaced my timing belt; I had it re-checked to see if it was on tooth. I had my distributor and rotor and plug wires replaced. Yet, I still can’t rev beyond 2,000rpms with the foot on the break and on drive. My vacuum is about 13inhg idle (the normal was 20inhg idle). What’s wrong? Vacuum leak or something else...I cant find it anywhere.

I can rev high in park or neutral.

car is a 91 740t, aw71, boost at 10 psi, blaster 2 coil, NGK Iridum IX plugs, new distributor and rotor, new wires, catch can connected to PCV system, new AMM, K&N cone filter with a nifty heat shield around it, most vacuum lines have been replaced with exception to boost gauge line, and the large vacuum line which is connected to the vacuum check valve.

Thanks.
