No airflow through vents 700 1989

Hi all,

I have a 1989 760 turbo with electronic climate control - ECC.
It seems as if though the ecc is stuck with the airflow being split between the floor and defroster. No matter what I do with the switch the airflow doesn't change.

I've covered the faq and haven't gotten very far.
- I've gone through all the vacuum lines and they're connected.
- The car has two check valves and they both work; for kicks I swapped them and there was no change.
- I've removed the knee bolster and the car has two diaphrams (one with a blue and yellow hose) and another with just one line. I've detached them all one at a time and plugged both ends to no avail. As a side note; I haven't noticed any vacuum on any of the lines.

Any suggestions as to what to try out next?
