Where's first gear? 200

My wife's '88 240 automatic has about 200 rounds on it. Last fall, I did a tranny splash, the old stuff looked bad and smelled worse. That was about 6K ago.

About a week ago, first gear was slow to engage. Now, first is almost non-existent! Takes about five or ten seconds to get up to 20 mph when, presumably, second gear kicks in. Fluid is fine. Are the bands and/or clutches going/gone? Or is there a relay or solenoid I can check before trading my step-daughter in on an overhaul? (Kidding, of course.)
