Need help to start (pt 2) 200 1989

Good morning all and Happy Dad's Day to ya. Well I am still having the starting problem from my last post. I bought a rebuilt starter but I havent put it on yet. I was reading the 700/900 FAQ for help and I got some response from my post. Lonf story short, I probed the terminal w/ the yellow- blue wire and found ~.28V. It would sometimes go up to 1volt . Is this a bad starter? Oh, any one that has done the replacement..... How in the world do you get to the bolt that is next to the firewall?
