play in brake peddal 900

Hi Took my 940 estate in for mot and it failed on having to much play in peddal. it goes down about 2" before biting (always has done since purchace 18months ago) past test last year with same distance. not mecancally minded so took to local independant garage. he as over 20 years experiance on volvos. he changed master cylinder, no change to peddal. checked servo ok checked discs,pads calipers and abs controller also cables and pipes all seem ok yet still failed retest on peddal. Any one further ideas please. thanks Rob
