STromberg Carburator stuck and racing 200 1983

My '83 240 uses a Stromberg Carburator, doubt that it is original as motor was replaced before my time. The Carburator gets "stuck" and runs high, racing as if I am stepping on the gas, when in park. I am trying to get my car to pass Aircare testing and the attendant suggested that I should have it looked at first. My mechanic is busy, insurance runs out today, and I've seen him do this before but not quite sure if I can do it myself. He usually sticks a thin metal rod into it, adds a little ATF, and it settles right down. Says it is the result of starting it with the gas pedal and not the choke. Any one have any ideas
