Detection of Low AC charge in 1990 240 200

The drier is located on right side of radiator (passanger side) . There is glass viewing port on the top of this. I used to think if the car is on and AC is on then if one view through this vewing pan then one should not see any bubble etc if the R12 charge is up to the level . If one sees lots of bubbles and white liquid commtion then AC is low on charge .
What do you folks think . Am I thinking right
