Rex Regina system has very low idle 700 1991

The idle on my 1991 740 is very low. With the AC on it idles at a stop between 300 and 500. Without the AC it hits about 600. Sometimes when I apply the brakes hard the engine will die. The car sometimes rubbles or shakes alot.
It has a Rex Regina injection system.
I've cleaned the control valve as well as the throttle body.
I recently changed the kickdown cable if that means anything but the idle remains very low.
Does anyone have some thoughts on how I might increase the idle so the car won't shake so badly??
Any ideas would be welcomed.
