Ventilation vacuum controller location S90-V90

Could someone please tell me where the ventilation controller (the one with the vacuum hoses) is located? Mine seems to have a mind of its own. The hot/cold duct vacuum servo does not respond, or responds only partially. The defrost/vent/floor vacuum servo does not respond, or responds gradually. The recirc vacuum servo does not respond at all. Replacing the ACC module (the one with the fan speed and temperature knobs) didn't solve the problem. My next guess is the ventilation vacuum controller, but I can't see where the vacuum hoses from the servos go. Thanks!
