Possible Turbo Issue, HELP! 700 1989

I’ve got an 89 780 with a standard B230FT engine, not the 6 Cylinder motor. Lately I’ve been having issues with the turbo, at least I think it’s the turbo. Whenever the turbo gage kicks in at the 12:00 position on the gage the engine starts to sputter and kick out. It’s REALLY bad on hills, i.e. I get on the highway going to work on a hill and I used to break 85 going up the hill, today I could hardly hold 40.

I’ve done some reading and my first thought is that the waste gate may be stuck closed; hence why the turbo would kick out. I haven’t tried replacing the fuel filter or changing the injectors yet as it definitely seems turbo related. Should I consider a rebuild kit? Any thoughts would be most helpful as I’d love for this car to come back to her former glory.

Also if anyone knows a way for sure, a marking or something, that I could look for to verify that this is indeed a Garrett T3 turbo system so I don’t buy the wrong parts. The car came with it, I just want to make sure since I’m the 3rd owner who knows what was done in the past.
