Sometimes the IAC gets sticky and doesn't work well when cold. Remove it along with the throttle body and give them both a good cleaning with some spray brake or carb cleaner. The IAC valve should be free enough to flop around when you flip it back a forth. When the throttle body is off also remove the idle adjust knob housing and give that a good cleaning. If you have a small propane tank maybe do the "propane test" to check for any intake manifold leaks.
