fuel injection problem, need to know location of controll pressure regulator 200 1985

Can anyone tell me where the "control pressure regulator" is located on my girlfriend's(i am not "snowwhite" but i love her to death) 85' 240DL. I suspect it is reason the fuel pumps do not spin. From what i understand, control pressure regulator should turn the pump off once pressure has built in the line or rail, such as when ignition key is turned to the run posisition and the pump spins for a few seconds and then cuts off.

I tried to jump the fuel pumps and got sufficient pressure at the rail, but ??injectors would not fire???

any help would be greatly appreciated, thanks
