Cleaning Horn Contacts on 95 960 900

The horns on my 950 960 work intermittantly. From some angles they work, others they don't. Plus, the alarm horn does not work. I have two questions.

First how can I (safely) remove the wheel and clean the contacts on the 960?

Second, how can I troubleshoot the alarm horn under the hood. Assuming it is not related to the contacts in the steering wheel, what should I do to find the cause of this?
