Replacing stock roof rack AFTER using IPD plugs. Need screw anchors. Help. 200 1983

Hi fellas. Still getting this '83 wagon road worthy and daughter happy before she starts driving. NOW she says she wants a roof rack like the one that came on it originally. When I got this car I put the IPD plugs in since there was no rack. I think I pushed the female screw anchors on through and they (now that I think about it) are likely sitting on the headliner in the car. HMMM. If I cannot use those same screw anchors where can I find some that will seal the holes and still hold the screws for the rack. BTW I do have a rack off an old '84 parts wagon. I am not sure I can use the old anchors due to malformation and dryrot of the rubber grommets. Any suggestions with what I have or locales of where I can find those pieces?
