80 GT 200

The car died and would not start. I know the problem is in the fuel system. I have checked the fuses (5&9) they are fine, replaced anyways. Don't know about the relay(replaced Oct/03), main pump (replaced Apr/95), prepump(replaced Aug/01. Right now the problem is that fuse 5 (intank pump) has no power on either side when the ignition is on, #9 is fine. In the sequence of the system is the relay before or after the fuse? One of the Haynes I have shows a safety relay does any one know about this? Thanks for your help.
