bad temp compensating board? 200 1991

Our 91 240 has begun to act up lately in the cooling dept.
Originally I thought it was a result of running the a.c. in the extreme L.A. heat but the temp. rises and falls regardless of the a.c. being on or off.
My next suspect was the thermostat but in my search of the archives I'm leaning towards the temp. compensating board.
Any suggestions would be greatly appreciated.
