2 questions- why do the belts sqeal at idle but not at higher rpm and how big a job 200 1987

why do the fan belts squeal at idle speed but not as i increase rpms and how big a job is it to convert the ac system to a modern type. this is for my 240 wagon, 4 cylinder. I think the compressor is shot , haven't had any cooling for years and when the compressor clutch is engaged the noise it terrible with lots of smoking.
