High NOX - Low Coolant Gauge Reading 700 1988

The '88 740 GLE I've worked on refuses to produce acceptable NOx levels. I've replaced the O2 sensor and it got better (lower) but not better enough.

I had obtained a new thermostat for the car thinking it was running too cool. I replaced the thermostat and now the coolant gauge reads normally when the car is warming up, but when it's up to temperature the guage drops all the way into the cool zone against the left side stop. Could the two phenomenon be related?

I've checked for vacuum leaks and found none. The plastic intake tube is also intact. The flexible pre-heat pipe is missing from the air inlet, but I understand that is common.

Any suggestions would be appreciated.
