240 Timing Belt Demolition 200 1990

Hi Everybody,
I looked at a 1990 Volvo 245 this weekend. The owner said the timing belt was broken. On closer inspection, the timing belt was intact but it had cut through the front of the plastic timing belt cover. The cam could be turned but the timing belt tensioner was seized. I've never seen anything like this before. Usually if the tensioner seizes, the belt snaps. The sprocket on the crank has an outer flange that should keep the belt on the other sprockets. He said the belt "broke" when he started the engine, but I'm beginning to doubt that.
Could he have broken the crankshaft sprocket?
It had been leaking oil(probably blocked flame trap)It looked like oil had been blowing out the oil-filler cap, the inside of the hood was soaked with oil. There was a lot of oil at the back of the engine-probably rear main seal. Frankly, the engine bay looked like the Exxon Valdez but the timing belt itself was oil-free.
Has anybody seen this happen on another B230 engine?
