Replacing fuel pump and filter... should I drain the tank while I'm in there? 900

I posted a while back about a '92 944 for sale for $500 that had no fuel going to the engine, and I thought it might have been the fuel pump relay. Well, I bought the car and tried replacing the relay, and no luck there. =(

So I had it towed to my driveway, and disconnected the fuel line from the injector rail. When the ignition was turned on, only some drips came out of the line.

I pulled the in-tank Regina fuel pump last weekend. Surprisingly, when I got the whole pump apparatus out of the tank and plugged it in, the pump ran! Since the car has almost 200K on it, I'm going to replace the pump anyway, but I think the next most likely cause is a plugged up fuel filter. Doesn't look like it's been changed in a while.

My question is, while I have the tank open, should I try to siphon or drain it to remove any junk in there that might have caused the blockage? The pump has a sock filter on it that looks like it would prevent much debris from getting into the fuel lines, but then again I've never had a fuel filter clog up to that extent.
