instrument electrical problem? 900 1996

'96 - 960:

When I started my 960 this afternoon, the instrument warning lights were all sort of glowing. Not brightly illuminated but just slightly glowing. The SRS light was coming on for a few seconds and then going out and then coming back on.

Im guessing a charging issue. could this be an alternator failure? or voltage regulator failure? and if so, would it just go out all of a sudden like that?

could it be a loose belt?

car has been running fine.
