How stiff should torque rod bushing be? 200

While I was doing one of my rear trailing arm bushings last weekend, I took the opportunity to twist the torque rods and found that there is some play in the bushing... or maybe not play so much as flexibility. My question is - should I be able to torque the torque rod to the left and right at all (maybe 20 degrees either way), or is there supposed to be some flex?

1990 245 w/241k mi (and the rare and not recommended 23/16 sway bar setup... must change out that rear bar!)
