Rims, tires, offset and spacers. 120-130 1968

Howdy All

What I have is Town Car rims,6X15", which measure, from the mounting surface to rim edge, 4&1/2 inches in and 3 inches out. The tires are 195 60 15. The tires go so far in that they hit the anti sway bars when turned all the way and were rubbing on the brake lines. I was able to move the lines.
But all this makes me wonder if the offset is right. Should I put on some 1" spacers? I've heard that if the offset is not right then the front end components could be ruined. Would the offset better with or without the spacers?
