Help with a 89 Volvo 240 Wagon 200 1989

I am new to this board and just aquired a 89 wagon. It was not taken care of and needs some love. we got it b/c our buick died and we had no other option than to take this car and make it work. It is running, but seems to have an oil leak and poss. a tans leak too. the odomoter i noticed today is not working, and i need to replace the tail lights as they are broken and will not pass inspection. we are in New Jersey. Any tips to give this car some love? We don't have much to spend, only on what will get it through inspection and make it safe to drive. I did learn today that changing bulbs in a volvo is a lot different than any other car i;ve had (bit of a pain). So any help would be great! (I dont know much about cars and neither does my hubby)
