steering wheel swap problem. 200 1982

Hello Bricksters. I recently went to swap steering wheels from a 84glt to replace the larger steering wheel on my 82gl. I set the front wheels straight, put the ignition to the 1 position, and took off the steering wheel from the turbo. No problem. I went to take off the larger steering wheel in the 82gl, following the same procedures, and it will not come off. I tried pulling, wiggling, prying, pushing, everything. I stopped as not to risk damage to the steering column. I got on it pretty good. Is there a difference in the 82 structure I'm not aware of? I took off plastic housing and mechanically they look identical. My bently manual starts at 1983, but I don't see what the difference could be. Can anyone help? Thanks in advance for any input.
