FUEL PRESSURE REGULATOR DIAGNOSIS FOR 93 940 900 1993

I searched the Brickboard including the FAQ's and couldn't find the specification for the fuel pressure measured at the injector rail. Couldn't find it in the Haynes manual either. Does anyone know what the correct pressure should be? I have recently hooked up a pressure gauge to the schrader fitting on the rail and have it mounted in front of the windshield. When I first had it connected, it read about 30 psi for perhaps two hours of running. It is now around 40 psi and has been there for a couple of days. I have tested the fuel pump (closed off return line and pressure jumped), checked vacuum line at regulator (increase pressure when removed) and checked the return line for blockage.
Before I plunk down $62 for a new regulator, I would like to know what the pressure should be.
As background, I have been trying to eliminate an intermittent no-start porblem and I think I have it narrowed down to the fuel system.
Any help is appreciated.
