How to remove the Rear Crankshaft Seal housing 700 1991

Removing the rear crankshaft seal is so far much harder that the front 3 were.
I don't want to gouge the crankshaft or engine surface by prying at it, so I thought I would try to take the housing off (I have the new gasket) with the seal intact.

This won't budge either. There seem to be dowels that align it, but I don't see any point on the edge of the housing that I can get something under a lip to pry it off backwards.

I have a seal removing tool, which doesn't seem all that useful, even after getting a hook behind the seal, it is really stuck in there.

Does the seal having to come out first to get the housing off or vice versa, or does it not matter.
