fuel rich, fast idle 200 1979

Have a 79 245 with k jet system. Car was inherited after being off road many years (only 66k on odometer). Anyhow, cold start is fine but system gets too rich upon warm up and begins to foul out. Cold start injector is not staying on. I've isolated it & that's not the problem. Also REC/DEF/FLOOR buttons have no effect whatsoever on air distribution. I thought perhaps the faults may tied together via a vacuum leak, but that doesn't seem to be the case now. Cabin air fan also only works on hi (3) speed. Is there a capacitor in the line or something that may be out?
