a.c. fan question 200 1991

I have a 91' 240 and have been having an issue lately with the cooling system and the a.c. on. With the a.c. off everything seems fine, even in the extreme LA heat as of late. With the a.c. on everything seems fine at highway speeds but as soon
as I hit the stop and go traffic the temp. climbs to just below the red. If I turn the a.c. off it goes back to normal position after a couple of minutes. This morning as a test I ran the a.c. and all was fine until I stopped at work. I let the car idle for a minute with the a.c. on and sure enough it climbed up into the red. I checked the fan when I stopped and it was not on. I did kick in after the temp. rose and after a minute with the fan on it cooled to normal temp.
I guess my question is whether the fan is temp. controlled or if it should be on whenever the a.c. is on? The a.c. actually cools very well but of course I need to get this issue resolved so I can actually enjoy the cooling power without the car running in the red.

Any help would be greatly appreciated. I did search the archives but couldn't come up with any clear indicators.
