240 tailgate latch not working 200 1990

I have a 1990 240 wagon and the tailgate wouldn't open...so I took the interior panel off and did some investigating. Finally manhandled the tailgate until it opened and was then able to take the latch assembly out.

I have cleaned and lubed it all up but it still doesn't work properly. Not sure is something is missing? When I pull the release, it doesn't open the latch. I can move the latch by hand, but it is VERY dry, even with all the lube. It looks like there might be an electical unit in the tailgate so not sure if this might have something to do with? Any thoughts or suggestions? Thanks!
