no hot start....won't even crank 700 1990

as the temperature rises towards the peak of the summer i've begun to have a hot start problem w/ a 740gl. after city driving for 10-20 minutes, usually with the a/c running, i'll stop. when i try to restart after 10 mins of sitting all the lights come on but it won't even crank. no click, no slow crank, nothing. if i wait for at least 20-30 mins (seems to help to have the hood open)it seems to come back to life.
i tried turning off the a/c 5-10 mins before the end of a long highway trip this weekend and it started immediately (not a city driving scenario therefore was running cooler).

any suggestions?
thanks in advance
