Hard to stop the car at speeds higher then 30 mph. 200

the car is hard to stop at speeds higher then 30 mph.
I pulled the rear pads off and they were fine same for the front.
I also checked the vacuume check valve for leaks its ok.
I found a vacuume leak down by the brake peddle when I push
it in I can hear the suction. Im not really sure what to do.
I pulled the dust boot where the pin goes into the brake booster
threw the firewall and there was little grease on the boot.
Is there a diaphram in there that could have torn? should I pump
grease back into the hole and put the dust cover back on?
I hope you can help bricksters.
