Rear pad replacement issues 200 1991

I replacing pads and rotors all around on my '91 240 SE wagon. I have started with the rears, installed the new rotors, and cleaned everything up. Before removing the old pads, I pushed the caliper positions back to make room for the new pads. When I go to install the new pads, I can install the pads on the outside of the rotor but there is not enough space to get the pads installed on the inside, even without the shims. I moved to the other wheel thinking I might have a piston that is hanging, but it has the exact same problem. Any thoughts greatly appreciated. By the way, they are ATE calipers.
