front end groans 200

The front end of my sedan has developed an annoying groan coming from the right wheel area. I used to have this problem with the left side, but a new control arm bushing fixed that. So I thought the logical thing to do was to replace the control arm bushing on the right. Did that--but to no avail. Any ideas as to what area of the suspension to look at? Shocks? Tie rods? My car has low miles (60K) and most of the suspension is original. The ball joints are new, though. The noise is most noticeable at low speeds, like in parking lots. Not so much on the highway.
