How exactly is this thing supposed to work?

Let me first say that the lower section will not budge....the handle turns a bit, but wont pull the tabs since they seem to be rusted or corroded. The top opened for me a couple times, but now also will not open. Do you have to crawl in the back of the car to push the button to open the top, or when functioning properly can you open the whole thing from the outside?

When I use the key in the back handle, in one position I can remove the key, in the other position I cannot remove the key....which position is unlocked?

As you can see, I need some really basic information. Maybe an owners manual(I have 3 repair manuals, but no mention of the operation of the tailgate).
Any advice will be appreciated.
