78 242 no start (long) 200

"...noticed that the contacts close when turning the key from ON to START, contacts do not close until the starter is turning (is this normal?)"

• Yes, for safety reasons, no Fuel operation can start (or continue) without detecting ignition pulses from Coil #1.

"-Jumpered it with a Y cable (jumpered with open relay plogged in, with Y cable going between #30 and #87a & #87b)...both pumps working when jumped but car will not start."

• That suggests an ignition problem. Your Y jumper should work fine as a relay substitute, as long as all 3 contacts were good. (I have one made up with flat spade terminals that plug into the harness with the relay removed.)
