Brakes sticking on 1800 1800

My 65 has a new master cylinder, new brake lines (rubber and steel), rebuilt booster, rebuilt calipers and rebuilt wheel cylinders. To say the least the entire brakes were done.
Here's the probem:
The bleeding of the brakes has been done. It took a couple tries to get all the air out and get a firm pedal, but with multiple trips around the wheels got it. Brakes work very well except they do not want to release in a timely manner all the time. The brakes hold a hard pedal until you pump the pedal or drive the car forward at which time the pedal releases. It is more than a hard pedal, the brakes are somewhat but not completely engaged.
I had the same type of problem on my other car which I thought was poor rubbler brake lines. This car has all new.
My question is am I missing an adjustment on the master cylinder that could be causing this problem. (on both cars I replaced the master right out of the box, no adjustments).
Any suggestions would be apppreciated.
