varying idle speed and Failed emissions 200 1982

I brought my car in to get the emissions certificate, but it failed because my car couldn't keep a constant Idle. I've been doing alot of work on it lately, and I haven't been driving it for a few months- I cannot figure out what is causing this. The idle seems to be a bit high generally, about 1100 RPM, but fluctuating probably up and down 1000. I went out and bought some new plugs, just cheap autolite coppers, and gapped them to 28 thousandths, and the car ran like hell. backfiring, super rough idle, etc. I've been using E3 (brand) "triple fire" plugs that aren't gappable- they've got a set gap. I ended up putting these back in, and the idle quieted right down, and it sounded alot better, but the variation is still there.

the only thing I can think of is I accidentally bent the little metal prong in the ditributor when I was working on the car. The prong that's underneath the cap (not the rotor). I bent it back into place (as close as I could), but I'm not sure if this could be causing my problem.
