neutral safety switch removal? 700 1992

All,
Had a no-start the other day, well actually first it was a not being able to depress the button and shift out of park. Then I turned it off and it wouldn't crank or shift out of park. After a few minutes of wiggling it started and would shift. I'm deducing from the FAQ that it might be the neutal safety switch (same as "start inhibitor switch" I'm guessing - both phrases are used in FAQ). Two questions I have: 1.) can you just undo the 4 10mm bolts and lift up the whole shifter assy to get at switch without messing later with linkage adjustment, etc? and 2.) Is the fact I couldn't even depress the shifter button consistent with neutral safety switch or should I be looking at the other element in the loop - the brake peddle switch part?
