1993 940 not shifting into 4th.

Car is a 1993 945, 221K.

As the title to this post says, it isn't shifting into 4th. I installed the IPD plate that eliminates the solenoid, assuming that it would cure the problem. It didn't, so obviously something else is wrong. Could a mis-adjusted kick-down cable cause the trans not to shift into 4th? I did not see that particular symptom listed in the archives.
