740 Fuse Panel Power In/Out Question 700

Am tracing out the circuits of a 240 race car that used a 740 fuse panel. Not really much of a 700 guru, so I need a little info on the way the power comes in to each fuse.

Each fuse has three exposed blades and one blade that is surrounded by a plastic -- well, let's just call it a "sleeve". It's part of the fuse panel assembly. I assume the 3 naked blades are for outbound power to each circuit. However, some of the fuses have connectors to the "protected" blade. Are these generally the power feeds or are these the "main" outs for each fuse? Is there a common feed for the entire panel, that may be interrupted if these protected blades are fed an energized source?

The diagrams I have for this particular car are not all that up-to-date and most of the wires have tons of dirt on them,making it difficult to trace out the colors (which often don't follow the standard 240 wiring scheme because, well, it's a race car). Thanks in advance.
