auxilary AC fan malfunction on 91 240

The auxilary AC fan recently stopped working on a long drive. Tested the fan and it does work. cleaned the connector to the fan and inspected the wire harness. The AC does blows cold except when stopped. Could it be the relay behind the climate controls or is it some other problem.
The compressor also seems to be running all the time now. Checked the low side and added a can of r134 to specs. Compressor still not cycling. Not being able to check the high side,I still could be low. Could this also affect the fans operation?
