Cruise control failed - Is it the pump? 700

I had no Cruise control for a long time - the vacuum line to the pump was disconnected (by the PO I think). I connected it and got about 3 months of service out of it. Multiple 300 mile round-trips to the airport and daily driving 7 miles at 60 mph on flat, straight highway made me want it to work. It was totally worth it. After the trips, I sort of ignored it like I had (in the off position) and when I tried to use it last month, it didn't work.
I wasn't interested in spending money on the CC, but I'd like it to work.

My symptoms: no cruise control response
When I short the pump straight from the 12V, I get some vacuum - enough to suck the diaphragm until it encounters resistance from the spring. This works from EITHER of the two high or low poles. Seems a little odd.
Once it hits the resistance, it stops like there is a leak and it can't build pressure.
After I got home tonight, I pulled the hose and sucked on it (leaving the end out of my mouth to avoid covering cracks in the hose). I got throttle response - the diaphragm isn't leaking.
It looks like it's the pump - What am I looking at for this, and did I test the pump properly? I've got a 90 and only 2 test sockets, so I can't do a self-diag on the Cruise Control.
