ECU Swaps - is the new one bad too??? 700 1990

Helpful friends, please advise: ECU failed on my 1990 Turbo 780 (is a Bosch 563) and bought a used Bosch 560 to replace and it will not activate the fuel pump to start. I know it is the computer--I can swap my other 563 ECU to the 780 and it runs. The 560 will also not work in my Turbo 740 (also a 563) either. Was told 560 abnd 563 were the same ECU, exccept for 940 application on 560. Is this a correct swap or so I have another bad computer? Many thanks.
